What changed

remove the tagged-release Authenticode secret gate
publish Windows artifacts without certificate inputs
retain installer, portable, updater metadata, checksum, and smoke verification
document the expected unsigned/SmartScreen behavior

Validation

npm test (25 root + 8 API)
npm run check:desktop-security
npm run check:release
tagged v0.2.0 release contract
workflow YAML parse
git diff --check

The prior full release rehearsal already built and smoked these same unsigned Windows artifacts because no Windows signing secrets were configured.
