Introduces a new tutorial notebook demonstrating Hierarchical Refinement (HiRef), based on the paper "Hierarchical Refinement: Optimal Transport to Infinity and Beyond" (https://arxiv.org/abs/2503.03025). Includes an implementation of the rank-annealing Schedule, a wrapper for the low-rank OT sub-routine using OTT's linear geometry, and a comparative visualization against standard Sinkhorn and LRSinkhorn.
