[Tutorial] Factor Relaxation with Latent Coupling (FRLC)

[VSmague]

This PR adds a tutorial notebook for the FRLC algorithm
(Halmos, Liu, Gold, Raphael — NeurIPS 2024).

This tutorial was developed by Valentin Smague as part of a course project for the Optimal Transport course at ENSAE Paris.

The notebook covers:

• Theoretical background on the LC factorisation
• JAX implementation of the FRLC algorithm
• 5 experiments: LC-projection visualisation, roots of unity, cost vs rank benchmark, τ sensitivity, and spatial transcriptomics alignment
