This PR adds a tutorial on a matching procedure based on hierarchical refinement (HiRef): it walks through a coarse-to-fine procedure built from low-rank Sinkhorn (LRSinkhorn) in OTT-JAX, using the low-rank factors to form matched co-clusters and refine until small leaves are matched with exact assignment.
