metrics collect before haproxy reload #14

Hi,
I think we are missing data between last haproxy-exporter launch and a haproxy reload
It could be a good idea to be able to launch haproxy-exporter one-shot with a tag as an argument, so we can launch it just before reloading haproxy ;)
