What

Adds the missing verification sentence to the Codex port block (codex/references/templates.md).

The port's Graph layer said to parallelize only independent work and state the run count, but never said how parallel runs are verified. The parent Claude block got the equivalent fix in policy-rev 5 (#4).

One sentence added to the parallel-work bullet:

Verify parallel runs together in one verifier pass over the combined result, and launch only as many as that pass and advisor can check.

It uses the port's own terms ("parallel runs", advisor as the reviewer), not the Claude block's wording. Remaining work already runs as sequential gated batches under the port's Harness bullet. No numeric cap.

Release mechanics

• stackwich-codex-rev 2 to 3 in the block and in codex/README.md (CI now fails if the two disagree).
• Repo version 3.1.2 with a CHANGELOG entry. The Codex port is installed by cloning main, so merging ships it. Precedent: 2.2.0 shipped port-only policy work.
• The Claude plugin is unchanged: policy-rev stays 5, nothing to re-run. Grok unchanged at rev 2. The agent TOMLs are unchanged.

Verification

• 9 of 9 CI steps pass locally. Block is 80 lines (was 78), marker unchanged, no rebound vocabulary in the block.
• Four negative tests on a scratch copy each failed as expected: Codex rev bumped in only one place (Revision step), plugin version mismatch, missing CHANGELOG heading, broken port marker.
• Advisor reviewed the full diff: APPROVE.
