Updates the EVM dependency stack to the latest matching revm/alloy set and switches
revmc-llvmfrom the pinned inkwell git revision to crates.ioinkwell0.9.The code changes adapt to the new revm APIs for state-gas accounting, opcode gas tables, hardfork identifiers, and Alloy's database error bounds. Legacy CLI hardfork names are kept accepted where revm has collapsed the corresponding enum variants, mapping them to the closest supported semantic fork.
