Updates several outdated packages in docs/package.json to address 3 Snyk-reported vulnerabilities. Bumps @babel/core, codesandboxer, extract-react-types-loader, html-webpack-plugin (v3→v4), and webpack-dev-server (v3→v4). Risk: major version bumps to html-webpack-plugin and webpack-dev-server may introduce breaking changes in the docs build.
