Observed race: PR #158 cleanup ran before an earlier preview build finished, then the stale preview deploy re-uploaded /preview/pr-158/. This change checks the PR state and current head SHA before uploading preview artifacts, turns closed PR preview runs into cleanup, and skips stale open-PR runs.
