[Bug] - Message bar outline color

From Kayla/Pat/Andrew:
Message bar outline is black. It should be blue on hover/click. Please refer to Figma: https://www.figma.com/design/MSr6kVEOuAxmPOkjg7x8PO/PatternFly-6--Patterns---Extensions?node-id=11460-13518&m=dev

* Border width is smaller on hover - global border color hover
* Click is thicker - global border color click and thicker border width border width control click

Steps to Reproduce

Look at examples. Borders are black. Likely changed during FELT token swaps.
