Quick Starts - Evaluate and Spec out High Contrast Designs

Need to evaluate, identify, and provide design specs for any custom styles in quick starts that need HC tokens applied in order to support new HC theme.

After evaluation, it appears that no additional borders are needed to support HC in quick starts.

We should double check the following quick start elements once the HC updates are pulled in from the main components/tokens that sure the HC styles have been pulled through:

• quick starts catalog cards (should pull in the main card updates)
• expandable section
• code block
• quick start steps (should pull in from main wizard steps updates)
