Delivers Engineering Platform 2.3.81 product-owned CENTRAL operational reset, schema-68 canonical chat integrity, bounded backup/maintenance/recovery semantics, and the qualification-only cross-product coordinator. All destructive qualification uses isolated synthetic stores. Production reset and orphan deletion are explicitly out of scope.\n\nLocal exact-head evidence before PR: 1,901 engineering tests passed (2 skipped), 26 focused reset tests passed, 261 boundary tests passed, and 24 coordinator/documentation tests passed. Independent final Quality/Security review is running against the exact rebased candidate.
