NO_BUMP release-pipeline repair for the concrete Forge 2.7.22 run 35254063298. The published wheel and sdist are immutable and exact; this change normalizes qualified dist/ checksum keys for basename-based registry identities, validates downloaded bytes against the retained qualified digests, skips an already exact publication, and keeps partial/conflicting identity fail-closed. No republish or installation is performed by this PR.
