docs: preserve roadmap overview and autonomy-first focus (NO_BUMP)

Save the existing four-product roadmap analysis in a repository so it remains discoverable and helps keep focus on having Forge execute governed work packages itself through EP as soon as safely possible.

Bounded documentation delivery

• Add docs/roadmap/ROADMAP_OVERVIEW_AND_AUTONOMY_FOCUS.md: the 194 raw records / 165 analytical rollup units / 34 possible kickoff families, counting limitations and autonomy-first orientation.
• Add the complete dated ID inventory at docs/roadmap/inventory/2026-09-17.json plus a format/readback guide. Common metadata is deduplicated, NOT omitted; all 194 original item records reconstruct exactly, including source pins, statuses, owners, rollup reasons and ordering. Original attachment SHA-256 hashes are retained. Pinned GitHub sources are usable without chat access.
• Link from BOOTSTRAP and the local development extension. Do not edit the generated projection or replace the canonical roadmap.

Interpretation and safety

This is a preserved analytical snapshot, not a current implementation audit, executable backlog, fixed Mission sequence, grant or minimum number of prompts. Current main has advanced beyond the snapshot; the historical source pins intentionally remain unchanged. Selected preflight/inner-loop evidence comes first, Server-only delivery need not await the whole Console, and parallel Actions and approved-worklist progression remain separate follow-on slices. No new hard dependency or Mission-3 criterion is introduced. All peer ownership/approval/evidence boundaries remain intact.

Validation

Local programmatic checks: 194 unique records, 165 counted units, 29 retained rollups, 7 shared nodes, 34 families; exact per-item roundtrip against the supplied full JSON PASS. Uploaded compact JSON Git blob SHA ba4510c80fff289d83acde46f949847904fe85ad exactly matches locally validated bytes. Repository CI pending at PR creation; no local full suite or installed runtime proof claimed.

NO_BUMP. No runtime/schema/workflow, permissions, credentials, CENTRAL, release, installation or active execution changes. Normal protected delivery only.

Author-side preservation/structure review on 143c70bdd92c1791d2435d13e008c311cf4d216f:

• Reconstructed all 194 original item dictionaries from the compact snapshot; exact equality with the supplied original JSON, including order, owners, documentary statuses, source SHA/path/URL, retained citation metadata and rollup rationale.
• Verified 165 counted units, 29 explicitly collapsed records, 7 shared nodes, all per-owner/family sums and 34 possible kickoff families. Every rollup target resolves to a counted ID.
• Verified uploaded snapshot blob ba4510c80fff289d83acde46f949847904fe85ad equals the locally validated Git blob hash.
• Focus is orientation, not a new dependency graph or execution authority. It does not treat every PLANNED snapshot label as unbuilt work, require all 165 units before autonomy, alter Mission-3 criteria or couple basic serial worklist progression to full parallel execution.
• Changes are additive documentation/navigation only; generated projection, canonical roadmap, runtime and peer repositories remain untouched.

This is documentary validation, not an independent runtime assurance review or installed E2E. Required repository CI is still being awaited before normal protected merge.
