Makes the shared maintenance fence operation-independent, normalizes only the exact legacy labelled fence shape, rejects arbitrary changes, and adds bounded 2.7.24 same-schema transitions. Qualification: full canonical validation passed 746 tests with one optional published-artifact test skipped; product-version, projection, focused normalization, and tamper-rejection gates passed. Safety: no reset, Mission, planner, provider, service, or EP submission is started.
