docs: clarify project autonomy decisions and roadmap synchronization (NO_BUMP)

Owner-requested coordinated design refinement

Companion to pcvantol/forge#132. Update the existing Live Project Roadmap experience, delivery DAG and documentary guards.

• Distinguish automatic lifecycle facts from approval of direction and committed priority.
• Specify planned MISSION_RELEASE, APPROVED_WORKLIST and DELEGATED_DEVELOPMENT, independent of review cadence and MANUAL_RELEASE/AUTO_WHEN_ELIGIBLE.
• Show recommendations separately from exact approved workset membership and execution order; no findings-driven implicit work or priority changes.
• Preserve required Business/Architecture decisions, mandatory human gates and bounded real delegation. A mode toggle grants nothing.
• Show finding dispositions and independent runtime/repository publication freshness; Workspace remains an HTTP client, not a scheduler or filesystem writer.
• Six PLANNED Workspace nodes, 36 shared PMT scenarios, graph/table/scenario/invariant documentary guards.

Scope

Documentation/DAG/tests only; NO_BUMP. No runtime, CI workflow, publisher, installation, live policy, grant, Mission state or E2E change. Mission 3 remains the existing single-Mission multi-Action test. Full project-loop qualification is separate future work.

Validation

Require exact-head Workspace CI/Foundation validation and existing protected/TDE checks before merge. No local full-suite or browser run is claimed. Offline documentary tests do not qualify implemented or installed project autonomy. Companion graphs preserve the original source observations and record new design-source pins separately.
