Context
This PR introduces automatic labeling for pull requests in the Peer CD repository to improve review clarity and speed.
Description
Adds soft auto-labeling based on file path patterns so PRs are automatically tagged (e.g. CI, security, monitoring, scripts, deployment). This provides immediate context to reviewers without blocking merges or changing existing workflows.
