feat: implement arc60 support (and harden build)

Description

Adds arc60 support. Note this will only function once Pera 7 is released.

This change also moves the repo over to pnpm and adds pnpm audit to the workflow to ensure we don't have any vulnerable dependencies.

We should increase the version number to release a new version

Yes I wasn't sure what the release process for this would be because we don't want to release this until Pera 7 is ready I guess?
