Monterey: A Beamer Theme for the Naval Postgraduate School

Theme is Monterey, following city name conventions for beamer themes Color theme is Peacock, following animal name conventions for colors.

The Monterey beamer theme is based on an NPS PowerPoint deck used for official presentations (at least, circa 2012).
