This is a new, reviewable two-file cutover from current protected main, not a reattempt or merge of historic stale #46. Pin exactly six central candidate/audit support callers to protected
9ec4dde0b6defabc10cf3527c06cb69c13e5a7ff, preserve signer/detector, and migrate local policy toautomatic-signed-schedule. No source/build/credential/branch-protection changes. Former external safety refusal was reason unspecified; do not infer CVE or bypass. Require original App15368 PG14–18/summary and protected postmerge, current genuine schedule closure. No Release/Tag authorization by this PR. Issue pgextwin/build#75.
