.github/workflows/promote.ymlimmutable SHA repin 51b5bf5→7e3c558, preserving existing approved frozen legacy 455f0ccc authorization/Publisher and 5756b3c5 signed builder, manual workflow_dispatch/PUBLISH, permissions, security gates. Central #238's read-only pre-write ZIP/SPDX/Grype High/Critical/Unknown denial was independently validated via pg_ivm #39 protected/main push Run39921140175 PG14–18 App15368 5/5, required summary, resolver SUCCESS. No manual dispatch, Tag/Release or new App/secret. Requires own real PR Windows CI and protected squash then exact main/push acceptance before counted deployed. PUBLISH_DENY and GO B/G4/G5 NO_GO retained.
