Issue pgextwin/build#75. Finish 17/17 shared candidate→original decision→protected main audit→fresh attested Windows build chain. Only existing signer @5756b3c5136a8bf4db710016cfe97555f0a71c6d and immutable central observer @e81d9f7b38a949d5b220ab16228ff206a8020992, with exact
verified_signed_build_intent == 'true'. Existing plpgsql_check negative tests narrowly modified to allow only this no-PUBLISH signer stage and reject forged intent, mutable signer pin, and dropped attestation privileges. No automatic Release/tag/Publisher, no extra App/Secret/approval. Protected merge only on latest real Windows PG14–18 and regression/syntax CI success.
