Follow-up to merged Website PR #34. User clarified: Website EN and JA must remain separate, while GitHub Releases body itself should have English then Japanese. Keep all v0.3.1 diagrams, actual SHA256, 83.83% size comparison and links. Remove the Japanese release-details section from
en/cli.htmland the English release-details section fromja/cli.html; update titles/nav labels. Update both local Node and actual public Website smoke to require exactly one appropriate-language article. Independent GitHub Release update is handled inpgextwin/catalog. No branch protection, Release, binary or external website asset modifications.
