This PR adds the Mill bootstrap script to this repository. This is the recommended approach, and according to the Mill docs: "Downloading a mill bootstrap script to the root of your project repository makes it easier for new contributors to build your project, as they don’t have to install Mill before they can start. Anyone who wants to work with the project can simply use the ./mill script directly."
