Move the tool and its tests to net10.0 and require the 10.0 SDK. Buildalyzer 9 and NuGet 7 replace versions with known vulnerabilities, and the crypto packages they pull in transitively are pinned to patched releases so the Release build stays warning free.

Bumping both fixtures to 13.0.1 turned Zap's 'Updated from' row into a plain duplicate. Zap now uses 13.0.3 so the scenario is preserved, and the verified outputs and the README snippet follow the new versions.

Takes upstream spectresystems#56 (dependabot) and fixes what it broke.
Bumping Foo and Zap to the same version turned Zap's 'Updated from' row into a plain duplicate and left four verified outputs stale. Zap now uses 13.0.3 so the scenario is preserved, and the verified outputs and the README snippet follow the new versions.
Verified: 64 of 64 tests pass.
