Verified: strict PR check fails on the 404 with an annotation; Cloudflare preview build only warns. Previews block landed on main as 3f40367. |

Verifies the CI changes from a8faf8c on a pull request:
elektron-machinedrum/sm.yaml, which has a hotlinked image. The validate step should run in strict mode and check only this file's media, and the build step should run with the media check off.Close without merging once both runs are checked.
