Bump RFC affects-version to 3.3.18 - #41

3.3.17 was the latest release when the RFC was drafted; 3.3.18 is now out, so the tracker ticket's Affects Version should point to that instead, per phpBB's convention of using the latest release where the event is still missing. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
