phpBB Modders Menu adds a dropdown navigation menu above your board's navbar. There are no ACP settings: the menu is a single template file that you edit by hand.

Editing the menu: where the file is, and examples for adding links, dropdowns, and entries for logged-in users.
Group Switches: showing menu entries only to certain groups, using the Group Switches extension.
