As UART_soc includes board/board_cfg.h, those lib are not board-independent. Not sure how the dependency was resolved otherwise for j721s2_evm board. Signed-off-by: Steffen Hemer <s.hemer@phytec.de>

This one adds phyBOARD Izar (as a stripped copy EVM board, needs more stripping and adaptation still). It combines my early efforts with Daniel's. There are also still some WIP commits that are maybe not yet relevant.
