CodeQL Reduced Scanning
This changes the scans to only occur on the PRs to main. After the checks have passed, it is unnecessary to run the scan again after merging. The cronjob is also removed, since I don't expect vulnerabilities to pop up regularly.
Applies some changes to #27.
