[Feature]: Remove Unauthenticated Source Control Providers from New Project #5058

Problem or use case

If source control providers are turned off, I think they shouldn't show up in the new project list. They just kinda muddy up the list and make it look more complicated than it needs to be imo. If turned on but not configured, I think they should show what they do now where it says 'Setup Required', but if turned off, shouldn't be there.

Proposed solution

Hide the turned off source control providers from the new projects selection.

Why this matters

Would make the new projects more streamlined and less crowded with unused items.

Smallest useful scope

If turned off, don't show in new projects list.
