[Feature Request]: Restrict Users UI based on privileges

What is your feature request?

A unicorn! <3 unicorns _

Steps to reproduce:

1. Create a user role "restricted" and give only privilege to "create tickets".
2. Create new user or assign this role to an existing user.

Expectation:
User can only see the creation dialogue for tickets.
He cannot see events, open tickets, jobs, errors, ...

Actual:
User sees moreless the full menu, although he cannot edit or create new events or change configuration he sees more than he should.
[At least for events/servers the access can be further restricted by categories/groups]

Feature-Request:
For each "component" add corresponding privilege "view".
E.g.
"view open tickets"
"view jobs"
"view events"
...

It's on my TODO list. I can't give an exact ETA for this feature, but I'll get to it as soon as I can.
