Initial public release. Verbatim regulatory citation layer (GDPR / HIPAA / EHDS / CRA) for open-data-contract-standard (ODCS) contracts. CLI dc-cite with annotate, validate, manifest subcommands. Validator enforces that every pii=true field has at least one citation. SHA-256 audit chain over contract + annotation + enriched output + evidence. 68 unit tests passing, ruff clean, mypy --strict clean.
