1.适配了裁判系统协议到V1.3版本
2.修复了一个0x0303指令的错误（多了一个padding）
这个问题很奇怪，官方的文档头表明该指令为15字节，但在后续说明中只注明了12字节，怀疑15字节为笔误，代码内以12字节为标准书写。
