Closes #53
What this changes
Track the five covered MIPs against pinned canonical source revisions, and report upstream drift through a bounded CLI and read-only daily/manual workflow. Offline fixtures cover matching sources, Draft-to-Final changes, missing files and API failures; the guide explains human baseline updates and separates specification changes from network activation.
The initial baseline is a conservative June 15 source snapshot, not a new certification of the explainers. The live check correctly reports all five files for review, including MIP-12's Draft-to-Final change; content repairs remain in #51.
Validation: 104 tests, production build and touched-file ESLint passed. The live CLI returned review-needed (exit 1) and wrote the same Actions summary; four local production routes returned HTTP 200.
