Point the fixture workflow at postil-action, not postil - #2

The workflow called postil-dev/postil@main with a github_token input, which is the wrong repo (the main product monorepo, not the reusable action) and an input schema neither action recognizes - this fixture has given zero real coverage of postil-action since it was populated. Point it at postil-action pinned to a commit SHA with its actual inputs (cli-ref, cli-release, api-key), and gate it on a POSTIL_SANDBOX_ENABLED repo variable plus an OPENROUTER_API_KEY secret so it skips cleanly instead of red-failing every PR until both are configured.
