Port the PR-review benchmark harness as a mock-mode regression suite - #14

All 30 fixtures from the previous product line's harness, adapted to the rebuilt CLI contract: the release binary runs postil review --repo --pr --output-json against a per-case mock GitHub API and mock OpenAI-compatible endpoint, and the v1 envelope plus forge interactions are scored against ground truth. Isolation (own HOME/TMPDIR, no inherited environment) and prompt-leakage guardrails are kept. Mock mode measures pipeline fidelity, not detection ability; live-model mode is a later slice.
A separate bench job builds the release binary and runs the 30-case mock-mode suite with a frozen lockfile.

Ports the surviving benchmark harness into bench/ against the rebuilt CLI contract: 30 fixtures, isolated run dirs, mock forge and model endpoints, prompt-leakage guardrails, envelope v1 validation including statusline and check-run fidelity. Runs as a new bench CI job against a release build; 30/30 green locally. The README states plainly that mock mode measures pipeline fidelity, not detection ability, per the ROADMAP caveats.
