Version bump to 0.1.1 to cut a release carrying the gate-soundness/fail-open fixes from #20 (unknown-severity retention, fail-closed reconcile, narrated-risk suppression-hole close, disabled-review reconcile skip), the respond multi-forge parity (#18), and the benchmark live-mode/severity-tolerance work. cargo test green.
