Plain-language gate check output and optional details_url - #32

The postil/gate check-run now reads "Merge gate passed/failed: N finding(s) at or above the blocking threshold (<level>)" instead of the failOn jargon, with its own title distinct from the review check. POSTIL_DETAILS_URL, when set to a valid http(s) URL, is passed as details_url on both check-runs so GitHub's "View more details" link can target a specific hosted run page.

The postil/gate check-run summary now says "Merge gate passed: no findings at or above the blocking threshold (error)." (and the matching failed variant with the finding count and list) instead of the "Gate (failOn: error) passing." jargon, with a distinct title from the review check. A new optional POSTIL_DETAILS_URL environment variable, validated as an http(s) URL, is sent as details_url on both check-runs so the GitHub "View more details" link can point at the specific hosted run page.
