Updates three backend dependencies to releases that fix published advisories. Lockfile only; no code changes.

Crate From To Advisories In the binary
negentropy 0.5.0 0.5.2 RUSTSEC-2026-0365: remote denial of service through an unchecked IdList allocation Yes, through nostr-sdk
rustls 0.23.45 0.23.46 RUSTSEC-2026-0346 through 0349, including Debug output for client session values exposing TLS secrets Yes, the TLS stack
quinn-proto 0.11.17 0.11.19 RUSTSEC-2026-0338, 0340 and 0343 No

quinn-proto is a lockfile-only entry: reqwest references it through an optional HTTP/3 feature that is not enabled, so it is not compiled for any target. It is bumped so the dependency scan is clean, not because the backend is exposed. negentropy 0.5.0 is also yanked upstream.

All three are patch releases within the existing semver requirements. With these and the trust-store changes already on master, osv-scanner reports no issues for the whole tree.

Verified locally: cargo fmt --check, cargo clippy -- -D warnings, and cargo test -- --test-threads=1 (816 passed, 0 failed).
