Adds the phone side of agent approvals: Keep pairs with a keep agent gateway, shows the requests its policy holds for a human, and signs approve, deny and unfreeze with a hardware key behind a strong biometric. Pins keep to 2ebfed2 (privkeyio/keep#1130), which carries the approver core and each request's credential id.
Changes
Approver key (approver/ApproverKey.kt): a P-256 signing key generated in the Android Keystore for each pairing, with the gateway's attestation challenge. Each use needs a fresh BIOMETRIC_STRONG (setUserAuthenticationParameters(0, AUTH_BIOMETRIC_STRONG)), and enrolling a new biometric invalidates the key. It uses StrongBox when a throwaway StrongBox key can sign, otherwise the TEE. The public key goes to keep-mobile as 33 compressed bytes, and the attestation chain as DER, leaf first.
Signing: pairing, every decision (approve and deny) and every unfreeze run through BiometricHelper.authenticateSignature, a BiometricPrompt with a CryptoObject(Signature("SHA256withECDSA")) over the digest keep-mobile returns. keep-mobile checks the DER signature before sending.
Controller (approver/ApproverController.kt): holds the process's one ApproverHandler, resumes a kept pairing at app start, and turns ApproverCallbacks events into screen state. Countdowns run on elapsedRealtime from arrival. The pairing belongs to the install, so an account switch leaves it alone.
Requests: shows only the fields keep-mobile renders. Anything the agent wrote is in a separate box labeled as the agent's, with removed hidden characters and truncation stated. Approve and deny are disabled at zero.
"Freeze every agent" and "Freeze this agent" need no biometric and are never blocked by another action in progress. "Freeze this agent" appears only on agent requests, the ones that carry a credential id.
Unfreeze needs the biometric.
Alerts stay until acknowledged, and silence from the gateway is shown.
Removing a pairing and acknowledging alerts ask for the device credential or a strong biometric.
The screen is FLAG_SECURE. A kept pairing shows before the relay connection is up, and a failed start shows a banner with Retry.
Notifications (approver/ApproverNotifier.kt): say only that a request is waiting or the gateway needs attention. No request content and no actions. Tapping opens the screen.
Settings gets an "Agent approvals" card.
Testing
Unit: compressed-key encoding (generator vector, sign byte and padding, round trip through the curve for random keys, falsified by flipping the parity byte) and the countdown. The full suite passes (284), and so do lintDebug, verifyNoProprietaryDeps and the CI check scripts.
Instrumented: cancellation and error branches of authenticateSignature through the existing prompt seam (8 of 8 in the class pass).
Emulator (API 33, enrolled fingerprint), using the real Keystore, prompt, keep-mobile core and a public relay:
The key is created with the attestation challenge (chain of 3 certificates).
Signing without a biometric is refused by the Keystore.
A fingerprint unlocks one 70 to 71 byte DER signature.
keep-mobile accepts it, a relay takes the pair message, and the screen waits with the matching fingerprint.
Opening from the notification intent and "Cancel pairing" work.
Cold start with no network shows the kept pairing at once, and screen capture is refused on the approver screen and works again after it closes.
A finger already on the sensor while the prompt animates in can authenticate without authorizing the operation. The Keystore then refuses the signature (it fails closed), and the app asks to try again.
Not tested end to end: pairing with a live gateway, which only accepts a release-signed build on a locked device, and therefore approve, deny, expiry, freeze and unfreeze over the relay. Those paths are covered by keep-mobile's and the gateway's own tests.
The app adds an approver flow for pairing, biometric signing, approval requests, freezing, and alerts. It adds controller startup and navigation, notifications, approver settings, and tests for signature authentication, key compression, and request deadlines.

Summary
Biometric key and signature authentication app/src/main/kotlin/io/privkey/keep/approver/ApproverKey.kt, app/src/main/kotlin/io/privkey/keep/BiometricHelper.kt, app/src/androidTest/kotlin/io/privkey/keep/BiometricHelperInstrumentedTest.kt, app/src/test/kotlin/io/privkey/keep/approver/ApproverKeyTest.kt
ApproverKey creates an attested P-256 signing key and exposes its public key, attestation, and signer. BiometricHelper.authenticateSignature returns the authenticated signature, returns null for cancellation, and throws for other authentication errors. Tests cover authentication outcomes and key compression.
Approver state and operations app/src/main/kotlin/io/privkey/keep/approver/ApproverController.kt, app/src/main/kotlin/io/privkey/keep/approver/ApproverNotifier.kt, app/src/test/kotlin/io/privkey/keep/approver/ApproverKeyTest.kt
ApproverController tracks status, waiting requests, and notices. It coordinates pairing, signing, decisions, freezing, alerts, and forgetting. ApproverNotifier posts request and alert notifications. The request deadline test checks elapsed-time countdown behavior.
Approver screen and actions app/src/main/kotlin/io/privkey/keep/approver/ApproverScreen.kt, app/src/main/res/values/strings_approver.xml
ApproverScreen displays pairing and approver state, and connects interface actions to the controller. It displays request details and deadlines, and includes strings for pairing, requests, alerts, biometric prompts, errors, and notifications.
App startup and navigation app/src/main/kotlin/io/privkey/keep/KeepMobileApp.kt, app/src/main/kotlin/io/privkey/keep/MainActivity.kt, app/src/main/kotlin/io/privkey/keep/SettingsCards.kt, keep.version
KeepMobileApp initializes and exposes the controller. MainActivity opens the approver screen from matching intents or settings when a controller is available. The settings card and version identifier are added or updated.
A notification may not open approvals until the user leaves another screen. In a narrower startup race, replacing a pending pairing’s key can prevent later approvals until the user pairs again. Fix both paths before merging if that disruption is unacceptable.

Explanation
The title "Add the agent approval approver" matches the main change. The PR adds an approver feature for agent approval requests: a controller, an approval screen, a per-pairing P-256 Keystore key, notifications, and a settings card. The title is short and specific. The wording is slightly awkward because "approval" and "approver" are repeated, but a teammate scanning history would still understand the primary change.

the other sub-screen checks, specifically before the showPinSetup block, so an
approver request takes precedence and renders immediately rather than remaining
pending until another screen closes.
