NIP-86 now defines unbanpubkey, unallowpubkey, unbanevent, unallowevent, listallowedevents and listdisallowedkinds. They are added to Method so relays can dispatch them.

Request.parse located method and params by substring search; it now uses the top-level scanner from #143, so a nested or string-embedded "method" cannot be mistaken for the real one, and a body with duplicate keys is rejected.
