   Splitting this into two tiers:

   • Offline tier (no relay: key/decode/verify/event sign-only) - implemented in Add integration tests (offline + relay tiers) and CI #15 as tests/integration_offline.sh, wired into CI.
   • Relay tier (event publish / req / count / relay / sync against a live relay) - remains under this issue. Needs a relay in CI; wisp already uses noz as its protocol-test client, so noz can reciprocally use wisp as a relay fixture.
