Adds actions/pin-refresh and scripts/pin-refresh.py: after a family release, and hourly as a backstop, a repository moves its family lock, the pages it holds and any Homebrew formula to the newest releases, opens a pull request, runs its own CI on that branch and merges when every run is green. History stays put: the rewrite reads the same exemptions as the check ([scan] historical, version-pins: keep, off/on), and workflow files are left to Dependabot.

version-pins.py gains a formulas mode (url and sha256 from PyPI; brew update-python-resources regenerates the resources), a check of formula sdist urls that write never edits, and a GRACE verdict in registry: a lock may lag one release for one day, the window the bump needs. Two releases behind, or one release older than a day, is still SHORT. This repository gets its own pin-refresh.yml, and profile.yml runs scripts/pin-refresh-test.py (7 cases) beside six new cases in scripts/version-pins-test.py.

A family release left every other repository naming the release before it, and the
locks moved by hand. actions/pin-refresh runs version-pins refresh and write, moves
Homebrew formulas with their sha256, opens a pull request, runs the repository's CI
on it and merges when every run is green. version-pins gains a formulas mode, a
non-writable check of formula sdist urls, and a one-release, one-day grace in the
registry check so the bump has time to land before the check turns red.
