A skill is written once and read for as long as it is installed, so the options it lists are the options that existed the day it was written. An agent reading only the skill reported that `art concept` had no transparent-background option; `--transparent` has been there all along, and one free `--help` would have said so. The rule goes in four places, because an agent may read any one of them alone: the entry skill, each of the six category skills where the option lists live, and the block `setup` writes into the file a harness reads every session. The skills keep their option lists — a list nobody wrote is not an improvement on a list a version behind — but they are now framed as what the page knows, with the command's own help named as what the installed version accepts. From the code review: `CATEGORY_SKILLS` in the tests never listed the animation skill, so five of the six were checked and the sixth was tested by nothing at all — the same staleness one layer up. It is in the list now, and `TestNothingShipsUntested` binds that list to what `packaged_skills` ships, so the next skill cannot be added without being checked. specs/agent-skill R5.12. Verified with scc validate --checks --pr: 1736 passed, 58 skipped, coverage 95.28%, ruff check and format clean, artifacts clean.
