SMAART API implementation

Hello!

I've been working on an implementation of a small subset of SMAART's API in OSM - specifically the subset needed to get Waves' TRACT plugin talking to OSM as if it were SMAART.

Would you have any interest in my opening a PR and upstreaming the work I'm doing? Figured I'd check before I open what will most likely be a fairly large PR.

Not @psmokotnin, but I'm very, very interested!
Not for Waves, but for Powersoft Armonia Plus, which lets me show live-data within the Amplifier's DSP configuration.

I would practically kill to be able to get this and also be able to integrate it with a venue dashboard. Being able to pull the data remotely would be a game changer.
