Committed-vendored per ADR 0014 (MR-007): the AI-harness operations baseline regelwerk (21 split-module files) lands under .harness/baseline/v1.4.0/regelwerk/ with a SHA256SUMS integrity manifest — netless, offline-verifiable. .d-check.yml scan.ignore excludes the vendored foreign content (hundreds of upstream links are not our references); .gitignore ignores only the ephemeral .harness/cache/. make docs-check stays green (0 findings, 85 files). Enables the d-check `planning` module in .d-check.yml (modules + config), so the roadmap-to-in-progress lifecycle invariant is now genuinely gated instead of a silent no-op. make doc-planning and make docs-check both green (0 findings).
