Powershell usage primer

@glennsarti has some great blog content on how to write powershell execs that goes into exit codes, terminating conditions, etc. It would be great to get some of that directly into the module README, maybe linking back to the blogs for the details.

Thanks for the material, @binford2k. I'll create a ticket for this in JIRA and add it to our backlog. Hopefully, we will get onto this one soon.

@trips4 : I went digging and it does look like a ticket got created but it was never prioritized to act on. It was eventually closed out after several years. Are you finding you need this content?
