The new Actions-based Pages deployment ran plain Jekyll, which does not turn docs/README.md (no front matter) into index.html the way the legacy builder's jekyll-readme-index plugin did, so https://purelogiccode.github.io/CHDSharp/ returned 404 while /api/ worked. Adds docs/index.md and asserts both entry points exist in CI.

GitHub Pages used to run the legacy builder, whose jekyll-readme-index plugin
turned docs/README.md into /index.html. pages.yml now runs plain Jekyll, so the
root deployed without an index.html and every visit returned 404 (the API
reference at /api/ was fine).

Add docs/index.md that includes README.md under the default layout, and make
both docs jobs assert that _site/index.html (and the API index) exist so a
missing entry point can never deploy again.
