Records the maintainer's 2026-10-03 decision. The momentary lock lives at
<git-dir>/pyrite/locks, beside git's ownindex.lock, instead of a directory derived from XDG/TMPDIR. A KB outside a git repository is refused forexpect=writes.Four cold reads of the build (#733) each found the env-derived directory trusted by a different rule. Locking inside the repository removes the cross-user trust problem.
